First of all, Lightning/Chain Lightning have different Faster Breakpoints for Cast Rates than other skills in the Sorceress tree. We'll be shooting for 117, which is the optimal breakpoint for Lightning as it's your main skill(with Orb as backup). All of the gear listed below is within reach, or could be an ideal goal to shoot towards.

The weapon: Hoto(Ko + Vex + Pul + Thul) in a 4-socket Flail Occulus Orb(Unique Swirling Crystal) or Tal Rasha Orb. Hoto produces 40 FCR/30-40 All Resist but Occy comes with 50 MF. It can also be connected to an Ist rune to increase the MF. Tal Orb is only if you are planning to play the complete Set since there are more powerful alternatives.

Shield Spirit Monarch. +2 Skills/25-35 FCR/55 CLP/35 CLP Resistance. However, 156 strength requirement is required. An alternative that is solid option is Rhyme(Shael and Eth) for 25 All Resist/25 MF. The Ancients Pledge can also be used.

Helm: Shako(+2 Skills, 50 MF + Socket(PTopaz/Um/Sol)), Tal Rasha Helm

Armed: Chains of Honor(Dusk Shroud base dol, um + Ber. 2 Skills/65 all resistance). Vipermagi(+1 skills/30 FCR/25-30 All Resistance ) Socket with PTopaz and Sol rune, or Um) and Tal Rasha Armor Set

The gloves: Magefists(+1 fire/20 FCR) and Chance Guards(30-40 MF)

Belts: Mesh Arachnid Spider(+1 Skill 20 FCR), Goldwrap(30 MF) or Tal Rasha Set

Boots Boots: Travs(40-50 MF)

Amulet Mara's(+2 Skill/20-30 Resistance/+1 Stats) (or Tal Rasha Set

Rings SOJ(+1 Skills/25% mana) as well as Nagelrings(15-30 MF)

Inventory Gheeds GC(20-40 F), Torch(+3 Skills/10-20 Stats/10-20 All Resistance), Anni(+1 Skills/10-20 Stats/10-20 All Resistance/5-10% experience)

If you decide to go with Tal Rasha You'll need to purchase at least three pieces(Amulet Belt + Armor) to grab 65 MF MF bonus set. A complete Tal Rasha isn't a bad idea either as you'll be able to enjoy good bonuses, but you'll be short of the 117 FCR Breakpoint as breakingpoint 105FCR required for Frozen Orb will require an exact 35 FCR Spirit as well as Magefists for the Complete Set.

For the best places to farm for they are pretty much everywhere. Light/Cold rule the field. Pit(Act 1.), Countess(Act 1, for keys and runes), Andariel(Act 1), Ancient Tunnels(Act 2) and arcane Sanctuary(Act 2 for keys/runes), Mephisto(Act 3), River of Flame(Act 4.), Chaos Sanctuary(Act 4 is not recommended unless you've have gear that is above average) 4. WSK(Act 5, also high-end gear is highly recommended). You can drop down to Nightmare and farm in later acts(Meph/Diablo/Baal).
